Ukraine: “Use of the Army Is Not Excluded" Says the Minister of Defense
05/24/07 -- President Wiktor Juszczenko said on Thursday that Ukraine is undergoing “a silent coup d’état". The national leader made his announcement during a press conference after a meeting with chiefs of governmental force departments.
According to the press agency Ukrainski Nowyny, which based its report on [Minister of Defense] Anatolij Hrycenko’s statement to a local TV station in Poltava [Eastern Ukraine], use of the armed forces to regulate political crisis is not excluded.
“In case events evolve dangerously, the President, as the head of the armed forces, may use those troops that can be used within the boundaries of law" said the Minister. Hrycenko also added that currently the army is still in the barracks. “What is the Minister of Internal Affairs [Wasyl Cuszko] doing in the Attorney General’s office? What are the commando units - Berkut [special forces of the Ministry of Interior Affairs] doing?" asked the President.
Juszczenko appealed to officers of force departments not to yield to the pressure of political circumstances. “The only thing I demand is that you act within the boundaries of law. The law prohibits you from butting into politics" said the President.
“The date for early parliamentary elections was fixed on Wednesday but Prime Minister Wiktor Janukowycz violated his commitments and did not sign the proper protocol" added Juszczenko.
“I thought that we had reached a complete solution of this matter [early elections] yesterday [Wednesday]. We had an arrangement concerning the date of elections – the exact date was chosen. […] We agreed that by the evening [on Wednesday] the protocol which the leaders of all political parties should sign would be prepared. Unfortunately, this protocol never appeared. Juszczenko refused to provide a date set with Janukowycz, claiming that it was only a working one.
Earlier on that day, Juszczenko dismissed Attorney General Swiatoslaw Piskun. Deputies of the Prime Minister’s coalition did not accept that decision of the President and, lead by the chief of the Ministry of Internal Affairs – Wasyl Cuszka -and accompanied by commando units, occupied the seat of Attorney General in Kiev.
The coalition announced that dismissal of Piskun is the beginning of a coup carried out by the President’s followers.
